I am responding to Freeholder Eagler’s July 14, 1999 letter. Wayne Township would like to apply for funds from the Open Space Preservation Trust for the following:

LITTLE FALLS
(Master Plan, May 1979, Re-examination Report, 1995)
The Master Plan recommends more public access to the Morris Canal, Peckman River, Passaic River and the Cedar Grove Reservoir. It is recommended that access be achieved through outright acquisition, easements and Right-Of-Ways (R-O-Ws).
The Re-examination Report reiterates the need for
land acquisition along the above referenced waterbodies for access, public
parks, and recreational purposes. In addition, the report also recommends
upgrades for active recreation parks, including facilities such as tennis
courts, shuffle board, bocce courts and gazebo’s.
NORTH HALEDON
(Master Plan Update, 1990, Re-examination Report,
1996)
The only deficiency cited in the 1990 Master Plan Update was the borough’s need for a swimming facilily.
The plan and Re-examination Report lists sites for
protection due to environmental sensitivily. Included are the India Quarry,
High Mountain, the Lower Basin of the Haledon Reservoir, Old ham Pond,
and Molly Ann, Squaw and Quarry Brooks.
PASSAIC
(Master Plan, August 1977)
The Guy was deficient by approximately 300 acres (NRA standards). The plan
recommended specific locations for proposed parks at the following:
1 . Addition at Central Aye, Harrison street and Van Buren street.
2. Addition to Speer Village Play Area.
3. Passive recreation area on Tenth street that borders the Passaic River.
4. If buildings are to be demolished on Summer Street, redevelopment as a
park is strongly recommended.
More recent re-examination reports do not make any
specific mention of open space and recreation needs in Passaic.
PATERSON
(Master Plan, February 1988, Re-examination Report,
February 1991)
The Master Plan made the following recommendations:
1. The City increase the recreational acreage around schools
2. Convert vacant and/or tax deficient lots into playgrounds
3. Restore the raceway system in the Great Falls Historic District
4. Construct walkways and plazas along the Passaic River in the Great Falls
Historic District.The Re-examination Report stated
that the recreational and cultural opportunities associated with the Great
Falls have not been "enlarged nor enhanced due to fiscal constraints and
that recreational opportunities still exist in Paterson.
POMPTON LAKES
(Master Plan, July 1992)
The following recommendations were made in the Master Plan:
1. Upgrade and enhance active recreation facilities.
2. Acquisition of additional property for recreation purposes.
3. The Borough should seek out and apply for funding from higher
governmental agencies.
4. The Borough should provide recreational opportunities
for all age groups.
PROSPECT PARK
(Master Plan, December 1978)
The following recommendations were made in the Master Plan:
1. Develop open areas in Hofstra Park for more active recreational uses and for varied age groups.
2. Acquire vacant land for park space when it becomes available.
3. Create innovative play areas by creating tot lots,
play streets, small parks or dead end streets.
RINGWOOD
(Master Plan, May 1990, Re-examination Report, June
1998)
The Plan identifies the need for additional lands for active recreation uses including an area for persons with disabilities. The Community Facilities Plan Element also recommends the establishment of several additional neighborhood parks on lands which are predominantly in public ownership.
The Re-examination Report recommends the recognition
and protection of trail corridors in the Borough, since over 18 trails
have been identified and are included in Ringwood’s Land Use Plan.
WANAQUE
(Master Plan Revision, June 1992)
No open space or recreation needs assessment. However,
it was mentioned that funds are needed to improve Back Beach Park.
WAYNE
(Master Plan, September 1994)
The Township is not in need of any additional land for passive recreation, however there still remain tracts adjacent to High Mountain Park that should be given consideration. Furthermore, the plan does make some recommendations with regard to recreation. These are as follows:
1. Conversion of older, obsolete facilities to other facilities which are in greater demand.
2. Improve lighting facilities in existing parks.
3. Construction of passive, outdoor recreation facilities such as hiking, cross country skiing and jogging trails.
WEST MILFORD
(Master Plan, May 1987, Re-examination
Report, November 1993)
The Master Plan recommends the following:
1. Protection of forests, waterways and sensitive areas.
2. Upgrade and/or construction of the following
facilities:
| - lighted athletic fields
- bike trails - boat marina - cross country skiing trails -18 hole golf course |
- hiking and nature trails
- shuffleboard court - indoor swimming - volleyball courts - jogging paths |
3. Township needs more formal recreation
facilities.
The Re-examination Report recommended the following:
1. The establishment of standards (consistent
w/ goals and objectives of Master Plan) for recreation oriented activities
and permitted uses on both public and private lands and in the area of
public lakes.
WEST PATERSON
(Master Plan Revision, April 1 993)
The Master Plan Revision recommends the following:
1. Maintenance of recreation areas and the preservation of open space through appropriate zoning techniques.
2. Acquisition and retention of passive open space as development occurs.
3. Expand and upgrade public recreational
facilities on a neighborhood basis.
