PASSAIC COUNTY OPEN SPACE AND
FARMLAND PRESERVATION TRUST FUND ADVISORY COMMITTEE
MEETING OF NOVEMBER 10, 1999


 

There being a quorum present, the meeting was called to order at 6:30 p.m. by Chairman Sebtich and the following members were present: Peter Eagler, James Rogers, Bill Brennan, Matthew Ward, Ray Egatz, Michael Sebtich, Thomas Sergi, Sandra Lawson, Robert Bloodgood, Carl Richko. Also in attendance was John D. Pogorelec, Jr., Assistant County Counsel.

The following members were absent: Ponce DeLeon Tidwell, Sr., Jim Nieuwenhuis, and Patricia Rocca.

The minutes of the October 6, 1999 meeting were read, there being no corrections, deletions or additions, and upon motion duly made and seconded, the minutes of the meeting of the October 6, 1999 meeting were approved.

The Chairman noted the presence of a guest speaker and New Business was opened so as not to delay the speaker for the entire meeting.

New Business — The Chairman introduced Ella Filippone Executive Director of the Passaic River Coalition. Ms. Filippone introduced herself and noted the Passaic River Coalition (the "Coalition") has created maps and profiles of 74 municipalities in the Highlands Region (the "Region") including several municipalities in Passaic County. These profiles review such aspects as state planning designations, water supplies, historic sites, farmland assessment, and state, county and municipal land designated as open space.

Ms. Filippone went on to note that the Federal Government had authorized funds under the old Passaic River Flood Management program which was the tunnel project through Wayne. The project did not proceed forward; however, the funds were authorized by Congress, but never appropriated. New legislation has been proposed, the Water Resources Development Act of 2000, which would appropriate the funds, approximately $300 million over ten (10) years, for land acquisition and preservation in urban, suburban and rural areas. The Coalition is working with the New Jersey delegation in attempting to get the legislation passed and funds for New Jersey. Ms. Filippone then concluded her presentation.

 

Committee Reports

Rules Committee — the Rules Committee (the "Rules Committee") reported that the current draft was sent to a number of non-profit groups with expertise in the area of open space preservation and recreation to review the rules and for the committee to receive feed back.

Planning Study Committee — the Planning Study Committee report that four consultants were interviewed in response to the RFP. Each consultant made a presentation before the committee to evaluate. The fees ranged from a low of $21,000’to a high of $59,000. A discussion then followed noting that the Passaic River Coalition knows the area and people, and is well versed in the acquisition of land and financing of projects. Mr. Rogers noted that the Committee was unable to meet with Timothy Marshall of the Passaic River Coalition who would be participating in the work and is an expert in the field. The Planning Study Committee still wanted to meet with Mr. Marshall as part of the interview process and to perhaps have him on the agenda for the December meeting. It was then reported that pending an interview with Mr. Marshall, the Committee would recommend the proposal of the Passaic River Coalition.

Following the discussion Mr. Bloodgood made the motion that the Planning Study Committee meet with Mr. Marshall, and if satisfied as to his credentials and abilities, they should proceed with a recommendation to the Freeholder Board awarding the Passaic River Coalition the contract. There being no further discussion the motion was seconded and passed.

Liaison Committee — the Liaison Committee made no report.

A discussion followed concerning the next meeting date and upon motion duly made and seconded,

it was resolved that the next meeting of the Committee would be Wednesday, December 8, 1999, at

6:30 p.m.

There being no further business, a motion was duly made and seconded to adjourn, and the meeting was adjourned at 8:05 p.m.
